Exceptions for special measures
TDiscrimination that helps or assists people with disability is not against the law. This is sometimes called positive discrimination. For example, a school that gets a grant for a program specifically designed to help students with intellectual disability will not be discriminating if it refuses to provide the same funding for a person with a physical disability. Another example would be a school for deaf children. They would not be found to have discriminated if they refuse to enrol a child who is blind (unless they were also deaf).
